Solution: Starting from Windows 10 Build 10130 the Citrix DNE (Deterministic Network Enhancer) has been upgraded and when the DNE is upgraded on the Windows 10 client the Cisco VPN works properly without modifying it.
The latest version of DNE update for Windows 10 can be downloaded from the below links.
Also the downloaded DNE update for Widnows 10 64bit can be found at \\temepc\servicedesk$\Technician's Tools\Network Update for CISCO VPN\dneupdate64_Win10.msi
